Cheap family rooms in Rome are mostly in small family owned Bed & Breakfast accommodations with just a handful of rooms.
It is common, especially around the Termini Station area, for there to be five or six B&B's all sharing the same building on different floors with a single lift.
Unfortunately in Rome itself there is at the moment a total absence of cheap budget chain hotels in purpose built accommodation offering family room accommodation.

There is a very good chance that Termini will be your place of arrival, Termini being the city centre terminus for airport buses and trains and also long distance trains from other Italian cities and beyond. In terms of budget restaurants, availability of launderettes, cheap Internet etc, Termini is the place to stay.
Perhaps because of the absence of modern purpose built hotels, a lot more upmarket hotels routinely have larger rooms for families beyond the normal global chain box designed for two people.
